Vous nous offrez très peu de contexte... il me semble toutefois que Hodges se réfère au réservoir Hodges situé non loin de votre barrage. Une connexion a été construite entre les deux, on peut donc penser qu'il s'agit de la canalisation/pipe line/arrivée des eaux du réservoir Hodges qui est équipée d'une vanne wagon.

In 2005, the San Diego County Water Authority, in conjunction with the City of San Diego, began a major pipeline project to connect Hodges Reservoir with Olivenhain Reservoir as part of the County Water Authority's Emergency Storage Project. The connection will provide the ability to store 20,000 acre feet of water at Hodges Reservoir for emergency use. The project is scheduled for completion in late 2010.
