I am not 100% whether I have the correct terminology. However, "sobretabique" is a "Solera de amarre ... el cual deja un vacío que actúa como aislante térmico y permite la ventilación del tabique" hence my using "thermal break" for want of a better term, or perhaps "sub-base". I don't think it would be correctly classified as a "plinth".
