I agree with Bourth... but if your text specifies "a lowest bid" criterion (that is based on a single price in the general offer file and pricing analysis included in a financial offer folder accompanying the rest documentation) you should change the "item-rate" part of the title so as to reflect this. (i.e. it could be Open call for tender based on lowest bid criterion or something like that...)
