paid demonstrators

These people were engaged in demonstrations, not out of patriotism. They were paid (probably by the ruling party) to increase the number of its supporters. The literal meaning "they are eaters of bread" means that they make their living, in this case, by getting paid for demonstrating in favor of a certain party. Consequently, they do not want to be photographed for fear of retribution at the hands of "real/patriotic" demonstrators, feeling ashamed of what they do, etc.
