I thought it could be the tie-ends/wrap-ends with which the vest is wrapped.

gibt es ein Bild dazu? ich könnte mir ansonsten vorstellen, dass hier einfach das Bündchen (am Ärmel) gemeint ist oder die untere Webekante?

I thought about hems, but this is a knit article, and maybe has no actual hems (which might also be why the edges of the garment roll up slightly?)

By the way, you've given me the answer to a question that has plagued me for some time – I had a hard time believing a Weste (US vest) is really called a waistcoat in UK English (despite Google-based information that it is) but it seems to be the case :)
