This is a comment about a member of staff. I'm not sure whether I can simply translate this as "is not afraid to take decisions" or whether "décider" and "trancher" need to be separately translated.

"trancher" also means making a decision but to me also seems to imply an element of boldness--being able to cut through red tape to get the heart of the matter.

Taking your "is not afraid to take decisions", conclude just followed.
In my opinion "trancher" is more the aspect about closing a question or an argument (settle).

This for the trancher, which I take to mean "make difficult decisions" (either because of their effects, or because the options are so close, there is so little in it, it's difficult to know which is the better road to take);

If we assume qui peut le plus, peut le moins there is no need to worry about décider. We have "decisions" in there for this, qualified by "difficult" for the trancher aspect.

However, now that I look at Lexis and see :
trancher ... Trancher une question, une difficulté, les résoudre en prenant RAPIDEMENT une décision,
together with
en décider d'une manière CATEGORIQUE

maybe it needs an "effectively" or "efficiently" or a "with conviction" or "convincingly" in there ... Maybe "makes REASONED decisions efficiently and with conviction", but I may be overtranslating ...

agree Carolingua : I am reminded of the idiom "has the courage of his convictions" (have the confidence to do or say what you think is right) Maybe we could say "is not afraid to make decisions and has the courage of his convictions"
