This for the trancher, which I take to mean "make difficult decisions" (either because of their effects, or because the options are so close, there is so little in it, it's difficult to know which is the better road to take);
If we assume qui peut le plus, peut le moins there is no need to worry about décider. We have "decisions" in there for this, qualified by "difficult" for the trancher aspect.
However, now that I look at Lexis and see :

: I am reminded of the idiom "has the courage of his convictions" (have the confidence to do or say what you think is right) Maybe we could say "is not afraid to make decisions and has the courage of his convictions"
