The term "effective **cold gap**" refers to the magnitude of the gap or space between the fuel pellets and the fuel rod cladding at a nominal temperature with no power production by the fuel rod. In accordance with the present invention, effective **cold gap** data is tabulated (i.e., recorded) for a plurality of fuel rods at different history points throughout the life of the fuel, and is subsequently referenced as a key parameter in determining which fuel rods are acceptable for safe core operation.
