From a Swiss university brochure. The term relates to the composition of the Board of Governors:
"Oberstes Organ der Universität ist der Universitätsrat. Er ist gemäss dem Parteienproporz im Grossen Rat zusammengesetzt, besteht aus elf Mitgliedern und wird von Amtes wegen vom Vorsteher des Erziehungsdepartements präsidiert".

I could just leave it vague and use something like "proportionally assembled" but if anyone knows exactly what the phrase is referring to, it might help me come up with something better.

It is composed of parties in step with their (proportional) representation in the Grosser Rat.

The parties are represented in the same proportions as in the Grosser Rat.

I'd rephrase it a bit. Seeing as it's for a university brochure it shouldn't sound too legalistic.

Something like:

Membership of the Board of Governors is proportionally based on party strength in the Grand Council (Grosser Rat)
