I think the "gekapselten Maßnahmen" must be the equipment (i.e. whatever has been encapsulated)
I'm not sure about this, but here is my effort:
Explosion protection is ensured by overpressure encapsulation. Monitoring of the pressure and volumetric flow rate in the encapsulated equipment guarantee protection against explosions.
i.e. if there is a leak in the system, there is an air overpressure on the outside which means that air enters the system rather than gas escaping - which could cause an explosion. The pressure in the system as well as the flow rate are monitored so that any anomalies can be recognised at an early stage.
