MAP stands for various medical terms, the Finns easily use terms like this in an "finlandised" form... but it could be a binder too... But, the sentence is "Mappi on nousut tasolle" so expect this is noussut, ie risen, so Mappi has risen to the level of, in which case binder or file does not really cover this. Need more context.
