omgevingsvergunning milieu

We recently had the term "omgevingsvergunning" here (http://goo.gl/JpgmZ), and for that term I've been using the answer supplied by FionaT with a contribution from Sindy: "integrated physical environment permit". Corroborated by the OECD, so a top answer, I thought. Now I've hit a slight problem though:

"Door het wijzigingsbesluit agrarische activiteiten worden ruim 55.000 inrichtingen onder de werking van het Activiteitenbesluit gebracht. Het betreft 5805 inrichtingen waarvoor de vergunningplicht volledig komt te vervallen en algemene regels gaan gelden. Voor 6435 inrichtingen wordt ***de omgevingsvergunning milieu*** vervangen door een beperkte ***omgevingsvergunning*** milieu in combinatie met algemene regels."

Integrated physical environment permit for environmental aspects?? Or is this juxtaposition of two "environments" an unhappy one?

FionaT originally commented (and rightly so IMO) that the use of "physical environment" moves nicely away from the "milieu" connotation, but the answer I'm looking for needs more than just a connotation of environment. Should I perhaps linguistically prune the answer to a more intuitive and intelligible "environmental permit", leaving the integrated nature of the permit by the wayside?

All thoughts appreciated!

Outline environmental permit Rivm labels the "beperkte omgevingsvergunning milieu" thus (as in outline planning permission).

yep The quote is correct (ignore my asterisks): so the "ogv milieu" will be replaced by the "beperkte ogv milieu + algemene regels".
Fwiw I've so far dubbed the "beperkte vergunning" a "light permit"...

? Did you quote that correctly? "***de omgevingsvergunning milieu*** vervangen door een beperkte ***omgevingsvergunning*** milieu". The only difference I can see is the 'limited'.

A quick google threw up the UK environmental permit site http://www.environment-agency.gov.uk/business/topics/permitt...
They talk of a 'standard environmental permit" - perhaps in line with the beperkte omgevingsvergunning.
You could then have: standard integrated physical environment permit
and: integrated physical environment permit (environment)
so you could imagine an integrated physical environment permit (safety) and integrated physical environment permit (health)
