yes abu bakr (RA) said this to 'Urwa ibn Mas'ood at thaqafi (RA) before he became muslim at the treaty of hudaibiyya. see Sahih Bukhari, Kitab al Sharut [Conditions], Book: al-Sharut fil Jihad [Conditions for Jihad], Hadith 2770. The scholars give many reasons as to why Abu Bakr (ra) said this and from this they show when it is allowed to curse and who it is allowed to curse. and also interestingly the scholars used this hadith to support the opinion that oral sex was known at the time and nothing was said to outlaw it, therefore it is not haram.
