Hello Monique, I fully agree that your suggestion "duly authorised registrar of births, deaths, marriages and registered partnerships" is valid in the context, especially if your are giving the asker an example of how you would write it. But it is NOT correct as an answer to the question - there only "behoorlijk afgevaardigde" was asked for, a term that can be used in many other instances. IMO the ANSWER should cover the QUESTION ONLY, after which the answerer can write his heart out in the explanations and for our benefit. ;-)

Dutch vs Flemish I think Cindy is right, her option is better than official or representative. However, if it is a Dutch text is should be: duly authorised registrar of births, deaths, marriages and registered partnerships

Alexander, the term asked is 'behoorlijk afgevaardigde', where 'afgevaardigde is an adjective (the person having been 'afgevaardigd' bij another person or a body). Hence a correct suggestion would have been 'duly authorised'.

Cindy, IMO that's correct with regard to the context, but wrong for the term being asked. This can be quite confusing for someone who looks for this term later, no?

This must be Flemisch. In official texts "behoorlijk" usually means authorised, even though Van Dale mentions no such translation.
