You've misread the text - it says programmatique, not programmique. It's the same word in English.

I don't think you need a synonym - it means that creativity is subject to limitations imposed by the way the perfume is made.

Ok, but what is the text saying about the manifesto (that's the part that interests me)? A bit of background -- a group of perfumers drafted a manifesto calling for recognition of perfume as an art form.
