certificar lo conducente

Context is legislation, country, Guatamala. This phrase occurs in several parts of the text, where "lo conducente" seems to be "the matter". But "certificar" is curious - it seems to imply forwarding or submission in one context, and could mean recorded delivery in another, but nothing to do with certification. Here are two sentences in which it occurs, with my attempt at translation, but does anyone have the definitive or better version?

1. En casos de delito o falta cometido por adulto o adolescente, certificar lo conducente aun juzgado correponsondiente." (In the case of crimes or misdemeanours committed by an adult or adolescent, submit the matter to the corresponding court.)
2. Deben ser notificadas las partes por lo menos con tres días de anticipación.......En caso de delito o falta cometida en contra de un niño, una niña o adolescente, certificará lo conducente a donde corresponda. (........In the case of crimes or misdemeanours committed against a child or adolescent, a recorded delivery notification will be sent to the corresponding address).

an alternative suggestion - I think this may be about formally making records of reports of crime
