Dispensa da formatura de recolher

the context is a caption for a display showing various military items. I think 'formatura de recolher' should be translated as 'roll call' but if anyone has any other ideas about the term, I'd like to hear them. It's 'dispensa' that I can't quite decide on - it's some kind of leave/release permit/exemption/pass, clearly, but I don't know the correct, commonly used term in EN military parlance for this context. Thanks in advance.
