I think unsuccessful urge or unsuccessful attempt (slightly less literal, but how do you know an animal has an urge unless you see the attempt).
According to Duden Fremdwörter, Obstipation is specifically Stuhlverstopfung, i.e. constipation, so I think you can omit the passing water and translate as "unsuccessful attempt to pass a motion", or whatever delicate phrase you choose to use.
