at neutral pH
It says neutral or alkaline. That's the clue that they mean pH. Something like:
...at neutral pH (i.e. in the presence of water) or in an alkaline solution, to remove...
Or maybe
...at neutral or alkaline pH (i.e. in the presence of water or an alkaline solution) to remove...
...at neutral pH (i.e. in the presence of water) or in an alkaline solution, to remove...
Or maybe
...at neutral or alkaline pH (i.e. in the presence of water or an alkaline solution) to remove...

neutral medium/environment
I think it quite clear that the "chimie" should be construed as "chemical environment" in the given context. Pure water is by convention neutral, having a pH value of very close to 7.
