is this "in a chemically neutral medium", or somehow less specific than that? It does say "i.e.", not "p. ex."...

It says neutral or alkaline. That's the clue that they mean pH. Something like:
...at neutral pH (i.e. in the presence of water) or in an alkaline solution, to remove...
Or maybe

neutral medium/environment

I think it quite clear that the "chimie" should be construed as "chemical environment" in the given context. Pure water is by convention neutral, having a pH value of very close to 7.
