The relatively new LMI technique enables optimised regulation of stochastic systems subject to time-varying uncertainties and coloured noise disturbance, while simultaneously constraining transient behaviour and multiple outputs and actuators to operate within their amplitude, saturation and slew rate limits. These constraints are achieved by directly formulating them as inequalities.

La technique relativement nouvelle LMI permet de réguler de manière optimisée les systèmes stochastiques, sous réserve des incertitudes relatives aux variations temporelles et aux nuisances sonores colorées, tout en restreignant simultanément les comportements transitoires et plusieurs sorties et vérins à fonctionner dans leurs limites d'amplitude, de saturation et de débattement du vérin. Ces contraintes sont atteintes en les formulant directement comme des inégalités.

NB! I think you have also mistranslated 'subject to' — here, it does not introduce a subordinate clause with the meaning of 'on the condition that'; rather it describes the systems: "stochastic systems that are subject to time-varying uncertainties and coloured noise disturbance"

Perhaps subir, or susceptible à ?

Agree with Alain about 'coloured noise', it is very definitely electrical noise here.

Mais la dernière phrase comporte une rupture syntaxique. Je dirais plutôt : On atteint ces contraintes en les formulant directement comme des inégalités.

Par contre, je traduirais plutôt "coloured noise disturbance" par "bruit coloré" (ce n'est pas sonore, il s'agit d'un signal perturbateur)

Yes, I agree with you and Alain that these can just be regarded as 'outputs' in the ordinary sense.

Do not, however, that 'multiple' has the specific meaning of multi- here, rather than just 'several' = 'more than one' = plusieurs.

Trying to follow your original proposal, and without touching the rest of it, how about something like this:

« La technique relativement nouvelle LMI permet de réguler de manière optimisée les systèmes stochastiques susceptibles à des incertitudes à variation temporelle et aux perturbations par le bruit coloré, tout en restreignant simultanément les comportements transitoires et de multiples sorties et vérins à fonctionner dans leurs limites d'amplitude, de saturation et de slew-rate. »

Take care with that 'slew rate', you can't say 'débattement de vérin', since it is both the actuators and the outputs that may have a slew rate! I don't know what term is best in the case, but GDT at least does suggest the cop-out use of the EN term!
