Portuguese term

escapatória do sistema

Portuguese to English Social Sciences Transport / Transportation / Shipping
The term comes from an article about a transportation company that has been under a lot of scrutiny lately for alleged poor performance. The CEO is defending his company and the criticism.

The full quote is:

“Temos sido um pouco a 'escapatória' do sistema"

I generally translate "escapatório" as loophole, though in this case it appears to mean something more akin to scapegoat. Any thoughts?

This is an article from Macau and therefore European Portuguese.
