Sorry that I am late, I would like to explain this further:
It is an ablative absolute (servatis), and "servandis" is gerundive, lit. "what must be fulfilled".

Or: "After legal formalities had been fulfilled", that's the solution for a similar question but in the Spanish>English pair:
