It sounds like a 3 layer process: soleras - foundation made with wooden beams

is how I read it. floor structure made of beams with wood covering.

I think this is some sort of floor which is raised above ground level, RANCH style, i.e. decking or plinth style, earth floor below, beamed floor structure with wooden slats above, and palm bark husks underneath covering the earth - stops weeds etc.

or it might just have earth floors inside with palm bark to cover the earth. It is an indigenous dwelling after all.
