I ahve no idea for TVR in the following sentence:

Hwy 104 Reconstruction and New Constration TVR

Unvortunately there is no text to solve the problem.

Traffic Violation Report

TVR normally stands for "Traffic Volume Report" or "Traffic Violation Report".

Based on the Asker information this phrase was found on a map of Japan. I did Google search and found some Hwy 104's in Japan, but my bet is on the one running in Okinawa, since there are US military bases and actually the Hwy 104 there runs through in the middle one of the bases.

I have some friends who have lived in US bases, and long time ago, one of them told me that they get their own traffic tickets for speeding within/around a base.

This is totally my speculation, but these three pieces all come together and somehow brought me a conclusion that this phrase on a Japan map is a message for people from US forces to warn that they get ticketed if they drive Hwy 104 during its construction/reconstruction.

I am attaching a URL for a sample TVR used within a US base that I came across while searching on Google.
