I've found the website and the meaning is clearly illustrated with a nice bar chart showing the (downward - as Daryo suggested could be the case) trend in pupil numbers

Gosh Daryo, "poetic licence"?!!! Based on the evidence,"trend" is better than "variations". Here's Larousse's def of évolution; "passage progressif d'un état à un autre" // Plus why ask me to translate something that is not in the original text?!?

: "evolution" would be fine; but there's nothing to imply "growth/increase" as evolution can also be downward, or fluctuating//"Vous souhaitez observer" doesn't imply IN ANY WAY that the numbers are going to please you or can be assumed to be "positive"

: For me this definitely means pupils, and I'm assuming the meaning of "effectifs" in this context is an important - if not the main - point of the question

I translated "l’évolution des effectifs" as it is, neither wider nor narrower in meaning // depending on the context you can specify numbers of pupils/teachers/factory workers/soldiers/office workers/nurses etc...

This (for me) clearly refers back to the number of pupils referred to in the first sentence; "pupil numbers" is a stock expression and tidier than "numbers of...".
You'll just have to take my word for it that I didn't nab "variations" from Daryo: in any case, my understanding was that that was not the central issue in the question.

Discussion
As a parallel, "l’évolution du taux de change" doesn't imply anything as to which way the exchange rate is moving, only showing the variations along a timeline.
BTW, I wouldn't be at all surprised that some predominantly rural areas have in fact declining numbers of pupils, and it would still be "l’évolution des effectifs" regarding those areas.
