Quintiles of the pretransfer welfare distribution: For the purpose of identifying the performance of existing social programs, quintiles are derived from the pretransfer distribution (measured as total expenditures, minus the amount of the transfers). These quintiles are different from those applied in the rest of the analysis, where they are derived from the post-transfer distribution (that is, from total expenditures as measured by the ECAPOV welfare aggregate), but are more appropriate to the analysis of social assistance programs.
