Unfortunately I don't have a photo of this garment and I can't find an equivalent term in English for this type of knitted fabric. Any suggestions?

suggestion: as it may be difficult to get the exact stitch name, I think in this context (as far as I can tell) it might be sufficient to phase it like this. I'll try and find the right name if I can find time, but I don't think an English clothing description would necessarily give specific stitch detail.

half cardigan rib

I agree with dandamesh, but I have also seen half cardigan rib.

'Le Parole della Moda' says this:
costa perlata: intreccio a maglia in trama su macchine
bifrontura che presenta coste molto a rilievo e
particolarmente morbide. Per ottenerle occorre
imboccolare solo una frontura. È conosciuta anche
come mezza maglia inglese.
