In the passage you quoted, the reason for those two different percentiles is not mentioned. It must have been so beforehand. Suspect they stem from the difference in body size ranges between men and women: 90th percentile for women, 60th for men. Can you confirm? Cheers.

Actually there are more than two different percentiles appearing in the table (e.g. 85, 33, etc. ) along with the corresponding heights, and nothing about men/women is mentioned.
