A la firma del respectivo contrato, el contratista de exploración deberá constituir fianza para garantizar el fiel cumplimiento de sus obligaciones contractuales....... Dicha fianza podrá constituirse en efectivo, en **título de crédito del Estado**, mediante fianzas de compañías de seguros, garantías bancarias o en cualquier otra forma aceptada por la Contraloría General de la República.

Yes, it does come from Panama. I will mention the country of origin of the document from now on.

I suspect this comes from Panama but I am so tired of askers not bothering to specify the country of origin that I really can't be bothered to look into it further. These things are very country specific and without the country of origin it is not possible to give a reliable answer.
