通信サービスのありきのスタンスを通そうとするがためにサービス開発がプロダクトアウトになってしまう

I would like to know the meaning of the above sentence. Particularly the usage of words ありき and プロダクトアウト

THe article talks about the expansion strategy adopted by a telecom operator in Japan. THe above sentence completely stumps me.

従来, 通信事業者が他社と連携する際, 自社を中心とした垂直統合型モデルに基づいた主従的な関係性を好む傾向にあり, 通信サービスのありきのスタンスを通そうとするがためにサービス開発がプロダクトアウトになってしまうという傾向が少なからず存在するとABCではみている.

If you need to know meanings of the terms, you should put those terms in the body of your question. KudoZ are for terms, not for sentences.

ありき means "First, there is (something)." In this case, first, there are telecommunication services (not customers).

ありき is essentially "-based"
プロダクトアウト could have various meanings, but since it is being negatively contrast with new service development, probably something like "more of the same product"
