In this context I am pretty sure w/h means withheld, but "preception" is not a proper English word. I am guessing that it probably means payments because it fits the context, and in Spanish, for example, "percepción" can mean a financial payment or receipt.
"W/h pmts= Total withheld payments, which means the total amount of federal or state taxes that was withheld from your paycheck or other sources."
Withheld, referring to tax, means that when you get your salary, the tax you are liable for is deducted from it by the employer and sent by them directly to the tax authorities on your behalf.

collection withheld
I think it's probably typo or just wrong word chosen either for Fr "perception" =collection or En "reception" both meaning tax receipt/or collection. They may have been thinking of "pre-receipt"
as Charles has said withheld tax is pre-deducted from income to be sent to tax authorities
