I think that's a good translation. The phrase "round of discussions" or ""round of consultation" is more formal and sometimes used with a numeric indicator e.g. "7th round of discussions on free trade". In this case it is obvious from context and in the more structured and formal Japanese business environment translating "round" is a little redundant and would sound less natural in Japanese.

I think here "意見次第で" is too strong. The source basically says "major changes are discussed with companies and experts". It does not say how much influence external parties have in the decision making process. I think it would be safer to stick with the meaning that the external consultation is part of the decision making process. I hope this helps!

I think that sounds perfect and is an excellent translation. My only issue is the nuance of "round" is lost so maybe "round" could be translated as "プロセスの一部"?

I think this means something like "会社との外部相談" or "外部協議の過程/プロセス"
and here "round" is a stage in the decision making process. One round of the process is external consultation. The usage is similar to "rounds" in a boxing match.

企業の意見

Round が表しているのは、企業や業界エキスパート（すなわち外部）に意見を聞いて「回る」ということではないでしょうか。Consultation 先がたくさんあることを表してはいますが、別に訳出する必要はないと思います。

ところで、subject to の意味を取り違えていると思います。

その文が言っているのは「企業や業界エキスパートの意見（を伺った結果）次第では大きな変更もありえる」と思います。Subject to はdepending on.　「変更するもの」によっては「企業や業界エキスパートの意見を聞いたうえで大きな変更」ととれなくもありませんが、subject to the approval と言う時と違い、「条件」を言っている可能性は低いと思います。
