English to Hebrew Law/Patents Law (general)

The "basic" court in California is termed the Superior Court (even though it's not actually superior to any other court). This terms includes civil, pneal, family, etc.

What would that be called in Herbew? בית משפט מדינתי (too vague, doesn't define which ערכאה).

Perhaps בית משפט כללי? Seems also too vague. on the other hand -בית משפט שלום is not suitable for the American courts.

Of course, calling it בית משפט עליון is inaccurate and misleading. Any suggestions?
