Fixkontingente und Ketten

German to English Bus/Financial Tourism & Travel Airline contract
The word "Kontigent" appears in this contract numerous times. I've translated it as contingent, but am not sure what that means. Specifically, I need to know how to translate "Fixkontigente". Also, what are Ketten in this context? Chains?

"Der Untercharterer hat -mit Ausnahme der Fixkontingente und Ketten- bis zum Abflugtag ein Rücktrittsrecht für die Sitzplätze."

Context: Contract issued if a company wishes to lease a plane from an airline.

Ketten appears to be chains. I've found several instances of this in a chartering context, but no explanation of what it means. It may be something to do with journeys involving multiple charter airlines.

Fixed quota and series

I think the first answerer is correct with "fixed quota" and for "Ketten" I think "series" is the right word, as in 'charter series'.
Question though: is this a "lease" or a "charter" contract? Normally a lease contract won't mention seating at all.
Just my two cents worth :-)
