Try this in your context. This refers to having a more or less permanent advert placed (published) where you want it seen. My impression is the term refers to the advert space, form, etc. and not the contents. The latter can vary over time.

"rate holder" is the technical term in the industry, though I am not sure those unfamiliar with advertising would know the term.
