Japanese to English Tech/Engineering Medical: Pharmaceuticals
This is about Packaging of drugs, I can't figure out what (外)here actually means, I guess it may refer to outer packaging. Is it a good guess?

"Quasi-medicine" should not be used. The question relates to the "packaging of drugs". A "medicated" product contains medicine.

Quasi-medicine If 外 is an abbreviation for 医薬部外品 (and I think it is), it includes medicated toothpastes and shampoos available on supermarket shelves. Hence, I find it a bit odd to use the term medication/medicine. Maybe quasi-medicine?

I think the 外 refers to "医薬部外品" such as supplements.
