protocolar / apresentar


Nesse caso, "sustanciar" significa apenas "protocolar", "apresentar", ou seja, "tramitar un asunto o juicio por la vía procesal adecuada hasta dejarlo listo para sentencia". Poderia usar-se também "ajuizar", mas como a AIN (Auditoria Interna de la Nación) uruguaia não é órgão judicial e sim administrativo, sugiro "protocolar" ou "apresentar".
