The term 'fiscal' is translated according to the Hebrew Academy term base (see that site under 'fiscal' > 'fiscal policy'); as for the rest of the term, it is translated word for word. After reviewing the state fiscal service of Ukraine site, I think it's the best option, since the service has many areas of responsibility that don't fall strictly under 'treasury' or 'finance'.
