Context Without a bit more context, it is impossible to be sure what this means. I suspect that it has something to do with the bets being (fraudulently) fixed, but the sentence before and after might shed light on that.

minimum amount of shining energy

Quantum is the minimum amount of energy. Radiant is energy transmitted by radiation. In this context the phrase refers to the way the result (outcome) of the bet reaches the eyes of the persons involved - from the electronic scoreboard, which is operated electronically and uses light (reaches anybody's eyes), instead of the voice of the announcer, which may also be called quantum at its minimum, but wouldn't be referred to as radiant (though even that could be argued).
