I'm a little confused as to what "salariés indépendants" is referring to. If a "salarié" is a salaried employee and an "indépendant" is a self-employed worker then what does it mean?

Do not lose sight of the fact that it is a proper noun and should not be translated, but you do probalby need something descriptive as a translator's note.

The search engine for the http://www.securite-sociale.fr/ site will give zero hits for "salariés indépendants" for the very simple reason of it not existing. ;-)
It is a very common mistake (ex : http://aayassur.com/?c=devis-mutuelle&p=travailleur-non-sala... ) and for the very reasons you instinctively raise in your question should make folk think twice, but there you are.
Check the list at the foot of the page of the official site of the "Sécurité sociale" : MSA and RSI are there. I suspect there is simply a (common) error in your original. http://www.securite-sociale.fr/Information
