It's used in the phrase "mejor tapa de cuchara y tenedor" (prize).
I've often seen "plato de cuchara" or "guiso de cuchara" but never "plato de tenedor" (see related question posted earlier).
The only other thing I can think of is "fork-based dish" but well, yuck.

I think the idea here is to make a distinction from the traditional tapa which would basically be finger food.......
