Application Form for Development Approval Exemption
In construction industry, the developer needs to apply from the local council / authority for permission or approval to develop a piece of land. This is 開発許可申請。In some countries, the application is called Application for a Development Order. I suppose, to apply for an exemption is what 開発許可不要届け means.

exempted development notification
This refers to a notification telling the developer that he/she can develop a plot of land without development/planning permission. The examples I have found are for Australia where it is called "exempted development" and Ireland, where it is called "exempt development".

「開発許可不要証明書の申請書」と思いますが、原文でも「証明書」は書かれていないので、上の訳で良いと思います。Form は別に入れなくても問題ないと思います。ニュージーランドでは不動産に関する市役所の許可にはconsent を使うので、上でもそれを使いましたが、approval や permit などでもかまわないでしょう。例えばカナダでは当局による開発認可にはpermit が好まれるようで、国により良く使われる用語が若干違うようです。

原文に省略が多く、苦心しています。
今回に関しては、「開発許可が不要だったので（不要になるための土木工事を行ったから、という前段階事情があった）、開発許可不要の申請をして、その申請が認められた」という内容でした。それを、「開発許可不要届」の一語で表現していたようです。
原文を書く方々が「翻訳作業」のことを全く知らないので、このような原文、単語のオンパレードです。必ずしも原文作成者に直接話を聞けるわけでもないので、苦労しています。
