This is related to the clinical stage of research and development of new drugs. I'm not sure if this term is referring to an actual system organized by the government or a more general term. It was listed after 橋渡し研究加速NWプログラム (Translational Research Network Program). Those were the only two items on the list. It is also related to PMDA薬事戦略相談(PMDA pharmaceutical affairs consultation on R&D strategy). Any links pointing me in the direction of the answer would be greatly appreciated.
