The hotel reserves the right to make a pre-authorization (block money) on your credit card to guarantee your accommodation and extras, but you will not be charged any price until your check-out. Non-refundable reservation
The total price of the reservation will be charged on the day of booking. It is necessary to bring the SAME CREDIT CARD which you provide in this reservation for guarantee to the hotel (otherwise the total will be refunded to this card at your cost and you will be responsible for payment in the hotel).
My Question: Isn't this "Non-refundable reservation"? Why the total will be refunded? At your cost: Does it mean I should pay a service fee?

This is to make sure that you didn't use somebody else's card for booking
If you present the same card as the one you used for booking, the hotel can be sure that you are the account holder of the card and the card they charged is not a stolen one. If you don't bring the card with you, they are not sure if they charged your card or somebody else's.
In order to prevent charging a stolen card, if you fail to present the card you used for booking, they refund the card and charge the one you present.
At your cost: yes, you need to pay for the extra fees the hotel incurs in connection with refunding the first card and charging the second one. When they charge your first card, of course the hotel bears the fee, but when they make a refund and charge another card, they incur extra fees that they would otherwise not incur should you bring the original card.
