with position

The control system controls approx. 20 technical systems. For example 24 h
CCTV, detection systems such as automatic fire-detection system, air quality and
detection-systems for incidents and stopped vehicles. Fire alarms are generated with
position and CCTV streaming video for the tunnel operator.

I don't understand the word of "with position" in this sentence. Does it mean that those system above can help generate alarm?

location data, coordinates

Notification of fire incident is accompanied by location data and video image of the location.

Very specific details we shall never know. But as this is for a tunnel operator, site-specific location data would make sense.

exact location within the site

for sizeable sites, alarm system and fire system are divided into more or less finely defined "zones" (one "zone" for one whole building of many, only floor 3, exactly room 4 on third floor etc.).

So the "alarm" information made available to the fire brigade would not only contain the name of the site, but also the "zone" i.e. the more or less precise location within the site where there is a fire.

This site seems to be a tunnel, (... the tunnel operator) so it would be the exact location of the fire within the tunnel.

even when using the dumbest alarm system the location of the site itself is known to the Fire Brigade anyway.
