Commercii Rationumque Inter Nationes

Latin to English Social Sciences Business/Commerce (general) University \"Licentia\" degree
This is a diploma of a University Degree from the Lusiada University of Lisbon, Portugal - it reads: Vir Johannes ... Licentia Gradum in praeclara "Commercii Rationumque Inter Nationes" divisione rite adeptus est, .............. etc.


I don't get the meaning of Ratio - "commercii rationumque" are in genitive because the are "of the Division" I'd say it is International Trade. Could "ratio" be "relations"? so could it be "International Trade and Relations, or International Relations and Trade? Any ideas? Thanks.
