I have difficulty understanding this phrase. Help, please!
Over use of imposed rules and regulations have made us lose some of our honest humanity. Medicine has been over regulated and a sea of paperwork and an ocean of regulations have made medicine impersonal and edžpensive.
Stress is an individual concern for the personal touch of the therapist client relationship.
It is paramount to medicine to maintain a personal human touch and to realize that stress reduction is a key and very important part of medicine.

Stress must be treated as part of an interpersonal therapist/client relationship

What this is saying is that with all the rules and regulations, there is a danger that the personal relationship between therapist and client will be diminished and so stress will not be adequately dealt with.
"Stress is an individual concern for the personal touch of the therapist client relationship".
Stress must be treated (or dealt with) as part of an interpersonal therapist/client relationship (and not merely by paperwork, rules and regulations)

I agree with Michael's comment below re the interpretation: the interpersonal relationship is adversely affected by all the paperwork, rules and regulations and that this has a knock-on effect on the treatment of stress. I hadn't meant to suggest that stress was treated by paperwork but rather that it was not being dealt with adequately because of all these rules and regulations that are affecting the client/therapist relationship

: I agree with your translation, but my impression of the text was that the personal relationship was diminished by the boundary issues imposed by the regulations. He is not suggesting that stress is treated by paperwork and rules, etc.
