Remaining Semesters of Entitlement

English Social Sciences Education / Pedagogy School report
It is at the end of an Australian school report:

Total Number of Days Absent: 9
Number of Unexplained Absences: 0
Remaining Semesters of Entitlement: 24 as at the end of Semester 2, 2016

Does anyone have any idea what it is supposed to mean?

It means the student is allowed to attend school for 24 more semesters.

It actually refers to the semesters remaining until the student finishes high school (Year 12). It seems like he/she just finished Year 0.

Whoever wrote the report may have mixed up semesters with terms. There are 4 terms per year in Australian school.

Thank you. The student has just finished year 6. Nevertheless, I do not have a better idea either.
