recessed archivolts / recessed voussures
ghiere (IT) = archivolto (IT) = archivolt (EN) = voussure (EN) (see Wikipedia)
rincasso (IT) = recessed
If you look at the picture of the bridge you're describing, the edges of the arches are recessed.

Discussion
Also, in architecture, "ghiera" means arch (https://it.wikipedia.org/wiki/Ghiera). If I had more confidence, I would suggest "recessed arches".
If you look at the pictures of the bridge, you will see two sets of arches: un upper one and a lower one, recessed relative to the upper ons.
