成長率の低下
上の文だけでは前年同期との比較か、それ以外か分かりませんが、何かと比較して「成長率が低下したため」や「成長率が低かったため」と訳せば良いのではないかと思います。「低下」や「上昇」、「高い」「低い」は何かと比較して言うことですから。
