Standards measures that are nontransparent, discriminatory, or otherwise unwarranted can act as significant barriers to trade. Such measures can pose a particular problem for SMEs, which often do not have the resources to address these problems on their own.
While tariffs still constitute an important source of distortions and economic costs, the relative role of tariffs in shaping international trade has declined due in large part to successful rounds of multilateral tariff reductions in the WTO and its predecessor, the General Agreement on Tariffs and Trade (GATT 1947).
With tariff reductions, the role of nontariff barriers in international trade has become more prominent. For ex. The WTO TBT committee meets three times a year to address special trade concerns related to technical measures that are believed to impact trade negatively or about which countries may have questions.
The U.S., E.U., Canada and China from my experience raise the largest number and we also tend to notify most consistently these measures for ***input from WTO members to the TBT committee*** as required by the agreement.
